SHREVEPORT: Six Master Plan open houses are slated Sept. 29-Oct. 1 to encourage community residents to stay involved by helping to refine the 2030 Vision which will set the framework for the full master plan. At the citywide Visioning Forum in August, more than 400 residents gathered to discuss what kind of place they felt Shreveport-Caddo should be in the future. This past week, nearly 250 residents participated in the Community Advisory Group's Speak Out! Workshops, sharing ideas about their vision for our future. The input from the Visioning Forum and Speak Out! sessions will be developed into a Master Plan 2030 Vision, and at the end of the month, residents are asked to provide feedback as to whether the Vision and the corresponding Statement of Principles accurately reflect their hopes for greater Shreveport's future. Everyone is encouraged to attend one of the upcoming Vision Open Houses, whether they participated in previous Master Plan meetings or not. All open houses will be held between 5:30 and 8:30 p.m. at the library branches below:

The City of Shreveport, Caddo Parish and the Metropolitan Planning Commission are the official sponsors and funders of the Master Plan process. All three agencies are fully committed to a transparent, open planning process with extensive public participation. The Metropolitan Planning Commission hired the firm of Goody Clancy to direct the planning process. Additional public workshops will be conducted to gather input into the plan itself, and in Summer, 2010 the citizen-infused emerging draft Master Plan will be given to the Metropolitan Planning Commission of Shreveport - Caddo Parish to review and forward to the City Council and Parish Commission for formal adoption.

Greater SpringLake Mineral Lease Group: Alive and Well!
Hello Greater Spring Lake neighbors:
Most of you may have started receiving letters from Twin
Cities again.
Here's what they are offering now:a three-tiered proposal.
$3000 an acre at 25% royalty
$3500 an acre at 22.5% royalty
$4000 an acre at 20% royalty
It's a five year lease with a five year option.
(Ten years is a long time for your mineral rights to
potentially sit in limbo, especially when the outlook for natural gas prices is
to rise.)
Our neighborhood advisors of industry professionals feel any
lease more than three years with a two year option is not worth
considering.R & O Energy,
LLC, an agent for Petrohawk is currently offering a 3/2 lease at $5000 an acre
at 25% royalty to neighbors in the Woodstone Subdivision in Section 34.
Negotiating with groups such as ours is not off the table as
Twin Cities would lead you to believe. According to a Twin Cities representative,
they are working with groups in North Bossier .When asked if anything other than the standard lease form is
available to individual homeowners, the answer was "no", unless you represent a
large group or are an individual who owns a lot of land.
So staying
united as neighbors is still our strongest asset in terms of having a voice in
the leasing process.
The industry standard lease is suited to rural property
owners and has not been adjusted to address the rights or concerns of home
owners in an urban setting.
Once you break down the numbers and discover all the costs
deducted from your royalties from the language imbedded in a standard lease,
you will see how important it is for us as home owners to sign a lease that
both protects our royalties and maintains our quality of life.
We, your GreaterSpringlake neighbors and representatives
from neighborhoods all over SE Shreveport are working together as a part of the
Shreve Centre Coalition to stay on top of what's happening in the Haynesville
Shale and to bring industry officials to the table so that as neighborhoods are
courted we can help each other out. Because that's what neighbors do.

When something of real and final significance is proposed
that we as a neighborhood want to move on, everyone who turned in a signed
letter of intent will be notified.The money originally donated by neighbors is being held in a separate
account by the home owners association and should be enough for one more mass
mailout.(If by chance postage
rates out pace our available money,we will make a confirmed personal contact via phone, e-mail or knock on
your door and mail to those residents who no-longer live in the
greaterspringlake area but still have property here.) Regardless, if you turned
in signed letter of intent, you will be contacted.
So until such time, we have to rely on the internet and each
other to spread the word.It's my

Update 7/14/09:City Council to Applicant: We Uphold MPC Decision
The Shreveport City Council, today, upheld the decision of the MPC commissioners that denied the site plan (as it was
presented on 6/3/09) for the proposed used car lot at the corner of
Line Avenue and Albemarle. The MPC recognized the safety and
economic concerns of developing a used car lot, so close in proximity
to a residential neighborhood, and the Shreveport City Council recognized the validity of those concerns today when they voted to uphold the decison of the MPC commissioners.
Special thanks to Councilmen Wooley, Shyne, Webb and Councilwoman

The vote tally was 4-2 to uphold the decision of the MPC commissioners to deny the site plan for the used car lot. Councilmen Walford and Long were the dissenting votes.

Update 6/3/09: MPC Sides With Residents; Says "No" to Used Car Lot
We want to announce that the MPC commissioners denied the site plan (as it was presented on 6/3/09) for the proposed used car lot at the corner of Line Avenue and Albemarle.
While this was good news for the neighborhood, it is only the beginning of what we expect could be a long endeavor.
We want to thank all the volunteers that worked so hard to get the petitions signed. Also, we want to thank all of those that took the time to write letters and make telephone calls to the commissioners and sign the petitions.

It is often said that you never get a second chance to make a first impression. Well, the same is especially true for our neighborhood when we appear before the Metropolitan Planning Commission on Wednesday, June 3, 2009 at 1:00 p.m.
If you feel that a used car lot, being proposed for the
corner of Line Avenue and Albermarle, is a development that will
irreparably harm the Greater Springlake neighborhood, through lower
property values, increased traffic along the neighborhood streets from
used cars being test driven, and an increased opportunity for crime,
based on the experience of hundreds of cities across the country, then now is the time for you to speak out! According to Zoning Ordinance Section 106-44, in considering the applicant’s request, it is the responsibility of the MPC to ensure a safe, efficient, attractive, and well-ordered community and best serve the interests of public health, safety, and welfare. All uses (including site plans) approved by the MPC are to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity. Furthermore, uses are not to be hazardous or disturbing to existing or future nearby uses, property, or persons through activities, processes, or operations.
It is well established that used car lots pose a substantial negative influence on a wholesome residential environment. This is particularly so when the developer makes no meaningful effort to buffer the neighborhood from such negative influences. The site plan submitted by the applicant in this case fails to protect the Spring Lake neighborhood when considered under the standards set forth in Section 106-44.

Update 5/10/09: MPC Hearing Update and Informational Links
The MPC will meet again on June 3 to hear the matter regarding the used car lot proposed at the corner of Line Avenue and Albemarle. On May 6, the day of the scheduled hearing before the MPC, the property owner, of the proposed used car lot location, asked the MPC to withdraw their request. There were two (2) items concerning this issue on the May 6 agenda and the property owner asked to have one (1) item withdrawn. During the hearing, the MPC allowed him an opportunity to change his request from a "withdrawal" to a "deferral", until the next MPC meeting.
The MPC was courteous enough to allow the Greater Springlake neighbors the opportunity to express their concerns about this issue by speaking at the hearing on May 6. Approximately one (1) dozen fellow neighbors spoke. Unaninously, the Greater Springlake neighbors, who spoke, were opposed to the development of a used car lot on the corner of Line Avenue and Albermarle. Those neighbors covered many of the reasons for their objection to this development, from property values to the safety of their children.
The attorney representing James Ballengee, the property owner, is Julio Rios, of Shuey Smith L.L.C. His phone number is 221-8671. Mr. Rios expressed an interest to the Greater Springlake neighbors that he would like to meet with the neighbors and discover what factors or conditions would make it agreeable for the neighbors to withdraw their objections to the development of a used car lot at the corner of Line Avenue and Albemarle. Although a formal meeting with the neighbors has not yet been scheduled, please feel free to contact Mr. Rios and share any suggestions or comments with him.

Long Time, No Write: How Are You Doing?

Greetings! There has been much time that has elapsed since we last corresponded. Many changes have taken place since last year. We have a new President, new government policies that have transformed the government's role in both economic and social policies, a dramatic decrease in the cost of oil and natural gas, and the global decline in value of the U.S. dollar.
While the final chapter regarding the potential natural gas leases in our neighborhood has yet to be written, there is another subject that has much of the Springlake neighborhood "buzzing".
There is a general rezoning proposal, before the Metropolitan Planning Commission, to permit the development of a used car business on the corner of Line Avenue and Albermarle. There are many residents of Springlake that feel that this type of business is inappropriate for this location, considering its close proximity to residents' homes.

We have been asked for an update on where things stand in our quest for fair mineral leasing opportunities for all of our GreaterSpringlake.Org area, as well as the east Shreveport residents in the ShreveCentre Coalition. Here is an abbreviated explanation about:
The Competition: TwinCities, on behalf of Chesapeake, continues to produce a new business plan each week. And each week's plan contains a new "statement." Some of these contradict previous weeks' statements. First they met with the Coalition officials to discuss potential leasing, next they cut off all leasing, now they want to lease some parts of East Shreveport. Each statement seems to support a "rationale" why the Coalition is a Bad Thing, and only they offer potential to the potential lessor. We suspect that each week's new plan is an accurate reflection of their bank balance and each week's "story" is just that -- that week's story. We fail to understand why some neighborhoods receive TwinCities offers of an upfront bonus, and other neighborhoods no bonus at all.
OUR PROGRAM: GreaterSpinglake.Org and the ShreveCentre Coalition are completing a bid package to go to potential energy companies. But before we could take our product to them, several of these companies have already come to Shreveport to meet with various neighborhood associations and tell us why they should be our partner. They are eager to tell us why they offer both the best short- and long-term potential for mutually- beneficial production of our Haynesville Shale gas. These companies' offers are superior to those by Chesapeake in various neighborhoods. And we haven't even begun negotiations yet.
We suspect some energy companies may try to use fear as a leveraging tool to convince homeowners to give up their gas for little monies and highly unfavorable terms.
Knowledgeable oil and gas producers within the Shreveport-Bossier petroleum community continue to support our group strategy approach.
The Texas oil and gas companies that approached us also confirmed our value. It is likely the size of the combined neighborhood associations that is most valuable to them. That makes it worth their while to get involved in Haynesville Shale gas production. A couple of sections would not be worth their bother or investment. But . . . most of East Shreveport? That's worth coming to Louisiana and drilling some holes.
Hello neighbors!
Update, October 7, 2008: Lots of changes on the mineral lease front. We are continuing to solicit offers from both well known and not-so-well-known exploration companies. We are also engaged in a cooperative effort to work with the ShreveCentre Coaltion, a group of neighborhoods, from Broadmoor to Stoner Hill and so many more points in between. The area they represent roughly stretches from I-49 to I-20, and along the riverfront to Flournoy Lucas Road.
Because of the size of the ShreveCentre Coalition, there are no general meetings. Instead, each neighborhood is represented by two (2) representatives. These representatives attend regular board meetings and then report back to their neighbors.
Our committee of neighborhood geologists and attorneys will remain in place and continue to dialogue with the exploration companies that we have already contacted. They will continue to lend us their knowledge and guidance through what is turning out to be a much longer process than we all anticipated. Now, industry professionals tell us maybe things will pick back up again after the first of the year.
As most of you know, the oil business has its highs and lows. Presently, we are in a low period. Leasing has come to a grinding halt within the city and Chesapeake, for example, has far more land under lease than they can possibly drill in the next few years, so we are not a priority to them right now. That’s one reason that we are engaged in a cooperative effort with the ShreveCentre Coalition. Because they comprise close to a dozen units (each unit is 640 acres), the ShreveCentre Coalition may offer us an additional opportunity to help one another by offering a substantial slice of the Haynesville Shale to other large, but lesser known oil companies that were previously shut out by the dominating players in this game. Nothing beats a little healthy competition. It’s the American way.

Update, August 28, 2008: Many of you have seen the signs posted around the neighborhood announcing the September 1 deadline for all particpating neighbors to turn in their signed, "non-binding letters of intent". For your convenience, there is an information box posted at the Line Avenue/Millicent Way entrance into the neighborhood with copies of these letters for your use. Or, you can download the letter from this website page (see below).
A signed letter of intent is needed from everyone who has decided to participate as part of GreaterSpringlake.org, even if you entered your contact information on the website. I told many of you that if you signed up on the website, you were done. I was wrong. Our attorneys tell me we need a non-binding letter of intent from everyone who wants to participate as part of GreaterSpringlake.org Sorry about that...
However, don't worry if you miss the deadline. I know the holiday weekend will throw things off a bit. You can still mail the signed letters to me (Mary Richter, 7125 Creswell, 71106) or fax them to 797-4330. Remember, you can go to the website and download one, or go to the information box posted at the Line Avenue/Millicent Way entrance into the neighborhood.
But please do it as soon as possible, in order to give us time to process the information and put it into our database.
Here's how we stand right now:
Our geologists have contacted over a dozen oil companies and many have expressed great interest. However, none of these companies have gone so far as to make an offer. At our geologists' request, we are now following up with a letter from our attorney to each of these companies and identifying how much acreage we represent (over 300 acres) and requesting their best offer as soon as possible.
There appears to be a lull in leasing activity across the city. We are not alone. Many areas within the city have not leased yet. From all appearances, I suppose you can only "gobble up" so many acres before you have to pause, and let it digest. On the upside, no dry holes have been drilled. Also, the longer the oil companies keep us waiting, the larger and more well organized we become.
When it is time for us all to come to the table, we will be ready. We are very fortunate to have a retired oil and gas attorney in the neighborhood who is working closely with our other attorneys and geologists on our lease. I feel like we are in very good hands. Neighbors helping neighbors, that's what it's all about.
I will continue to update you as things develop and don't forget to visit the Message Board, and join the conversation. Many of you have emailed in questions and posted questions on the Message Board. Please know that your questions are important, but it may take some time for us to get around to answering all of the questions and the number of requests for information. Still, please send in your questions and requests.

Many people have asked, “So when is the meeting?” We have contacted Pierremont Oaks and they have generously offered their meeting space to us, complimentary. See meeting notice at the top of this page (above). Because this is a neighbor-driven campaign, we want to operate as efficiently as possible. However, "face time" is important and we need to meet. Keeping everyone informed via computer or telephone is easy, but we should all know the faces that go with the names.
One other solution: Why go to a meeting, when the meeting can come to you? If you will invite a group of your neighbors, on your block, for example, to your home, we will be happy to meet with you and answer any and all questions.
